NYC DOB Compliance Software

NYC DOB Compliance, Run From the Jobsite, Not the File Cabinet

SkillSignal digitizes the site safety documents the NYC Department of Buildings inspects under Chapter 33: site safety logs, superintendent logs, pre-shift and weekly meetings, SST tracking, and sidewalk shed & scaffold inspections. Tamper-proof, signature-verified, and ready on a tablet at the gate.

The DOB Doesn't Accept "It's In a Binder Somewhere"

New York City has the strictest construction safety code in the country. When a DOB inspector arrives, Chapter 33 requires your site safety documents to be on site, complete, and available on request. A missing pre-shift meeting record, an unsigned superintendent log, or an expired SST card is not a paperwork problem. It is a violation, a stop-work order, and a civil penalty.

Most NYC jobsites still keep those documents on paper, in a trailer, reconstructed at the end of the week from memory. That system fails exactly when it matters: during an inspection, after an incident, or when a penalty turns into litigation. SkillSignal closes those gaps before an inspector ever walks on.

Buildings Bulletin 2024-007

Electronic Site Safety Documents, Done the Way the DOB Requires

In December 2024, the DOB issued Buildings Bulletin 2024-007, clarifying that every NYC jobsite may now keep site safety documents and sidewalk shed & scaffold inspection reports in electronic form. The catch: the system has to meet specific conditions. SkillSignal was built around exactly those conditions.

A Real Electronic Document System, Not Scanned PDFs

The bulletin is explicit: scans of paper and editable Word or Excel files do not comply. Records must be created and stored in a tamper-proof system with validated signatures and a record of when each document was created. Every record SkillSignal generates is created natively in the platform, finalized on signature, and preserved for the full retention period the bulletin requires.

  • Document finalization. Once signed, a record can't be edited. Each carries a time stamp and a digital fingerprint of who signed and when.
  • ESRA-aligned e-signatures. Signatures are captured with intent and consent and stay tied to the specific document they authenticate.
  • Forgery resistance & signature integrity. Any change after signing is detectable.
  • User authentication. Signers are verified through email, phone, or multi-factor methods.
  • Seven-year retention. Records stay accessible for up to seven years after job completion.
  • Tablet, email, and print ready. Present records on a 10″ tablet for the inspector, email them as a PDF, or print on site, the three access methods the bulletin names.

Reference: NYC DOB Buildings Bulletin 2024-007. SkillSignal supports compliance with these conditions; responsibility for maintaining and presenting records rests with the permit holder per BC 3301.7.

Recognized by the DOB

We Didn't Read About the Digital Records Shift. We Helped Prove It Out.

SkillSignal's work on NYC site safety compliance goes back further than the bulletin that made electronic records standard citywide.

Part of the DOB Electronic Records Pilot

Before going citywide, the DOB ran a pilot to test whether site safety and sidewalk shed & scaffold documents could be kept electronically. SkillSignal took part in that effort. The lessons from the pilot directly informed Buildings Bulletin 2024-007, which now lets every NYC jobsite keep these records digitally.

Recognized in DOB's "Hack the Building Code" Challenge

In the 2021 "Hack the Building Code" Innovation Challenge, the DOB and its panel of judges gave SkillSignal an honorable mention for its comprehensive safety management application, singled out among submissions for advancing construction safety in the city.

Local Law 196 & SST

Stop Letting an Expired SST Card Walk Onto Your Site

Under Local Law 196, workers on sites requiring a site safety plan need a valid SST card, and the permit holder is responsible for making sure every card on site is current. With over 450,000 active SST cards citywide, manual tracking doesn't scale. SkillSignal makes it automatic.

A Digital Wallet for Every Worker

Workers hold their SST card and every other credential in the app. The system verifies them, and your safety team gets a transparent, searchable database, no photocopies, no lost binders, no ghost workers.

Automated Expiration Alerts in 14 Languages

The platform warns workers and managers before a card lapses, in the language each person reads best. Your Spanish-speaking carpenter and your office see the same alert.

If the Card's Expired, the Worker Doesn't Badge In

SkillSignal integrates with QR-code and turnstile access systems. A worker with an expired SST card, incomplete orientation, or failed pre-shift questionnaire is stopped before they create exposure. That single integration is the difference between a violation you contest and one you never receive.

  • OSHA 10 / OSHA 30, SST, fall protection, scaffold, silica, all tracked in one place.
  • Auto-populated daily workforce reports tie attendance to verified credentials.
  • Subcontractor enforcement holds every sub's crew to the same bar as your own.
Daily Execution

Make Chapter 33 a Daily Habit, Not a Friday Scramble

NYC's site safety code rewards documented, consistent execution. SkillSignal builds that consistency into the daily routine so the records exist before anyone asks for them.

  • Pre-shift safety meetings logged in seconds, with digital attendance.
  • Daily site & equipment inspections with photo capture and geotagging.
  • Construction superintendent log maintained continuously, not rebuilt weekly.
  • Corrective actions assigned, notified, and closed out with a documented loop.
  • Sidewalk shed & scaffold daily and pre-shift inspection reports on a phone.
  • Real-time dashboards show overdue inspections and at-risk crews across every active NYC project.
Why Contractors Switch

Built for the Whole DOB Picture, Not Just the SST Card

Card-and-hardware tools solve one slice of Local Law 196. NYC contractors answer to all of Chapter 33. Here's how SkillSignal compares to a card-focused access-control point solution.

FAQs

NYC DOB Compliance Software, Answered

What does NYC DOB compliance software do?
It digitizes the site safety documents the Department of Buildings inspects under Chapter 33 of the NYC Building Code: site safety logs, construction superintendent logs, pre-shift and weekly safety meeting records, safety orientations, SST training logs, and sidewalk shed and scaffold inspection reports. Done right, it produces inspector-ready records automatically instead of forcing supers to reconstruct them.
Is SkillSignal compliant with Buildings Bulletin 2024-007?
SkillSignal is built around the conditions the bulletin sets for electronic site safety documents: records are created natively in the system (not scanned PDFs or editable Word/Excel files), finalized and locked on signature with a time stamp and digital fingerprint, protected against forgery, retained for up to seven years, and presentable on a 10" tablet, by email as a PDF, or printed on site. Responsibility for maintaining and presenting records always rests with the permit holder under BC 3301.7.
Was SkillSignal really part of the DOB pilot program?
Yes. SkillSignal participated in the DOB's pilot to test electronic site safety and sidewalk shed & scaffold documents at NYC jobsites. The lessons learned from that pilot informed Buildings Bulletin 2024-007, which now allows every jobsite in the city to keep these records electronically.
Did SkillSignal win the DOB innovation challenge?
SkillSignal received an honorable mention in the DOB's 2021 "Hack the Building Code" Innovation Challenge, recognized by the Department and its panel of judges for its comprehensive safety management application.
Does SkillSignal handle SST card tracking under Local Law 196?
Yes. Every worker's SST card is captured, verified, and monitored for expiration. Through QR and turnstile integrations, a worker with an expired card or incomplete orientation can be blocked at the gate before they create exposure on a site that requires a site safety plan.
Do I need to buy special hardware to use SkillSignal?
No. SkillSignal is a mobile-first platform that runs on phones and tablets your crews already carry. It integrates with turnstile and QR access-control systems when you want gate enforcement, but you don't need proprietary hardware to start digitizing your DOB records.
How long does deployment take?
Fast. Most rollouts are measured in days, not months. One customer trained all foremen and went live in under three days while facing an urgent compliance deadline.
Does SkillSignal work for both GCs and trade contractors?
Both. Pricing scales from small specialty contractors to top-ENR general contractors, and the subcontractor pre-mobilization workflow lets a GC enforce the same compliance bar across every sub on a NYC site.
