Why this page exists
Our clients kept asking us the same question. They had SkillSignal set up, they had their workforce in the app, they were ready to assign safety videos, and then they hit the wall: where do you actually find good safety videos to put in front of a crew?
We got the question enough times that we stopped answering it one email at a time and built this instead.
So we went and found them. Every free construction safety video library we could verify, in the US and Canada, checked one by one to make sure it is actually free.
Most "free" safety video lists are not free. Half the links want an email address. The rest want a membership, an LMS trial, or an active insurance policy. Every source below streams publicly. No login, no paywall, no email gate. Click the link, press play, show it to the crew.
We also flagged what you are legally allowed to do with each one, because there is a real difference between a video you can watch and a video you can host inside your own training program.

US Federal
Public domain. You can stream it, clip it, download it, and host it inside your own training program without asking anyone. This is the safest material on the list and the closest thing to real micro-training in the entire US catalog.
OSHA Video Library
Short hazard-specific clips across construction, general industry, and emergency response. Many titles have Spanish versions.
OSHA v-Tools (Construction Hazards Prevention Videos)
Twelve videos showing how fast a routine task turns fatal. Most run 2 to 4 minutes, in plain language, built around activities your crew does every day. If you only use one source on this page, use this one.
NIOSH FACE Program Videos
Fatality Assessment and Control Evaluation. Real investigations turned into short animated reconstructions. The task, the decision, the outcome, and the investigator's recommendation.
US Chemical Safety Board
Investigation videos with 3D animations. Not construction-specific, but the combustible dust, hot work, and confined space material is directly applicable.
MSHA Video Library
Mine Safety and Health Administration. Free streaming and download. Relevant if you touch heavy civil, aggregates, quarries, or tunneling.
US State Programs
State OSHA plans produce some of the best-made safety video in the country, and most of it streams to anyone regardless of what state you work in.
Oregon OSHA Streaming Videos
The deepest state library. Fall protection for construction, fall protection for roofing, ladder falls, heat stress, respiratory protection, lockout/tagout, hazard communication, and hearing loss for trades workers. Streams from any state.
Washington State L&I (YouTube)
L&I runs a 1,500-title lending library that needs a borrower account, but a large subset sits on their public YouTube channel with no login. Short to medium length, good for safety meetings.
Texas Department of Insurance, DWC
Free bilingual safety video and streaming content. The strongest Spanish-language public source in the US.
US Nonprofit and Industry
Free to watch and free to show. Not free to repackage inside a commercial product, so link out rather than re-host.
CPWR / eLCOSH
The Center for Construction Research and Training. Ultra-short videos built from NIOSH fatality reports, each one paired with a toolbox talk, a poster, and a one-page hazard alert. Also covers ergonomics, fumes and dusts, and disaster response.
SWR Institute Safety Video Library
A curated shortcut. CPWR videos, OSHA respiratory protection videos, and NIOSH FACE animations pulled into one page. One disclaimer click, no signup.
Builders Mutual Toolbox Talk Videos
A public toolbox talk video series from a construction-focused carrier. You do not need to be a policyholder.
Canada
Canada has no federal OSHA equivalent. Safety is provincially regulated, so the video lives with the provincial associations and workers' comp boards. The production quality is often better than the American material. The licensing is stricter, so link out, do not re-host.
WorkSafeBC
Hundreds of health and safety videos, viewable and downloadable, no account required. The best-produced free safety video on this entire page.
IHSA (Infrastructure Health and Safety Association)
Bite-sized safety videos and podcasts hosted by IHSA experts. Harness inspection, winter driving, roof truss installation, and more. The videos and podcasts are open. Live webinars require registration.
WSIB Ontario
Awareness and prevention campaign videos from Ontario's workers' compensation board.
Ontario Ministry of Labour (MLITSD)
Enforcement and awareness video, including working-at-heights and young worker campaigns.
BC Construction Safety Alliance (BCCSA)
Construction-specific video on their public YouTube channel. Their website gates some material behind membership. The YouTube uploads are open.
Alberta Construction Safety Association (ACSA)
Construction hazard video and safety campaign content.
SAFE Work Manitoba
Campaign and awareness video, including some of the sharpest short-form safety messaging in Canada.

Free to watch does not mean free to use however you want. Three tiers:
Public domain, use freely
OSHA, OSHA v-Tools, NIOSH, CSB, MSHA, Oregon OSHA, Washington L&I, and Texas DWC. Federal and state government work. You can stream it, download it, clip it, and host it inside your own training program without asking permission.
Free to use, not to repackage
CPWR and eLCOSH. Show it to your crew all day long. Do not fold it into a product you sell.
Free to watch, link only
WorkSafeBC, IHSA, and the provincial Canadian associations. These are the most protective, and WorkSafeBC in particular enforces on commercial reuse. Link out. Do not re-host.

Questions foremen ask
Are safety videos required by OSHA?
OSHA does not require video specifically. 29 CFR 1926.21(b)(2) requires construction employers to instruct each employee in the recognition and avoidance of unsafe conditions. Video is one of the most common ways contractors meet that obligation, but the format matters less than the documentation. An undocumented video is the same as a training that never happened.
Are these videos really free?
Yes. Every source on this page streams publicly with no login, no membership, no email capture, and no policyholder relationship. We cut the sources that gate their content, including NAHB's member portal, Travelers' policyholder video library, and the memberships at SafetyTalkIdeas and Weekly Safety.
Can I use these videos in Canada and the US?
Yes, though relevance varies. OSHA and NIOSH material references US regulation. WorkSafeBC and IHSA material references provincial regulation. The hazard content is universal. The citation is not. If you operate in both countries, pull from both lists.
How long should a safety video be?
Short. Most workers disengage well before the ten-minute mark. The OSHA v-Tools run 2 to 4 minutes and are the best-sized material on this page. If you are running a longer video, break it into segments and assign them separately.
How do I prove a worker actually watched the video?
This is the gap that free videos cannot fill. In SkillSignal you assign the video, the worker cannot fast forward through it, and completion generates a time-stamped certificate in their digital wallet. That is a record you can hand to an inspector. A link in a text message is not.
